Lvl 1 doesn't work for me as its the evolved form. It should be stronger than your beginner pkmn. But at the same time the entry requirements into skilled are too easy and don't require any lvling up.
I would start them at half their evolution lvl, so 5.
But also have as a skilled requirement that you have at least one lvl 5 Pokemon before you can catch them at that lvl.
