Okay so, unranked/C-Class? Maybe with lower-ranked B's thrown in to help out?

'Cause the C-class, for one, would need help filling their weekly hero quota (cause shit, that's [i]hard[/i] to keep up with). And the unrranked would appreciate help getting into the Association.

You could do that, or say that the electricity was his [i]original[/i] power, and the strength came afterwards, when he started training. Either way, both would come about when he was young, so of course others would think he just had two powers.
