Sounds like you got it. The eyes at the edge of town are not necessarily looking at Artemis, but [i]could[/i] be. The dock is pretty damn close to where Arty is -- out the alley and turn a corner and you're there. The dude in black has not seen Arty, as she is hidden behind the trash bin.
