Thats your choice. Both things are able. You can as well have your frost elementaal translate everything to sing language for example.

Pretty much, at least one gm post or 2-3 if it is in the heat of combat. And if its outside well maybe you are sitting alone in one room for several hours and every 5 minutes uses the abilty. Feel free to spam the abilty then. Maybe you are doing a montage or something.

Alright, so imma add these observations:

Twins:
* Their names are Killy(black-haired) and Deathy(white-haired). Whoever gave them their names must be very morbid;
* Have a strange fixation on accidents in the house, presumably as a result of statistics research;
* "When Papa is stressed, he mentions Owlaker..." - this is how Father ended up getting screamed at;
* Occasionally play games where explosions are involved;
* Huddled closer at the presence of the translucent crystal;
The Doctor:
* Tall dwarf;
* Carries a gun;
* Tends to be physically abusive towards others, especially towards the maid(pistol-whipped him upon meeting the detectives);
* Is prone to throwing threats without being accused of anything; Very defensive;
* Has worked in the house for three years;
* The translucent crystal made her more tense;
Maid:
* Far too apologetic;
* Presumably usually is the one who opens the door; And the one who makes sure the twins aren't in trouble;
* Upon meeting, he was cooking for lady Anna;
* "Pink bag, Lady Anna will gift you something because its winter season and blue bag present is in the library because today breakfast for Frango had toast." - Aniketos said. Whatever that means;
