While I don't want to speak on behalf of the GM, I'd imagine probability manipulation would depend on what it's capable of. That power is exceedingly broken unless it's limited to very specific applications (I'd know, since [i]many[/i] of my characters are capable of using it and using it to the most extreme levels), so you'd probably need to be more specific for them to answer you.
