Well I guess maybe he used to go to another boarding school before this? Got bullied and all in the other dorm, got moved, no bad history with the girls dorm and once he got to Blackwell the principal decided to let him stay in the girls dorm? I mean there might be added security such as a girl guard he stands by the exit and guards everyone but that would be extra fun for the peeps trying to sneak out.

Plus he's in the room next to Fleur's.  She's pretty nice and they may become good friends.

But it's your choice which way you want it to go.  But I think room 217 suits him.  Fleur got randomized with that name at first, I freaked out and then decided to match people's personalities with their dorm rooms and who were their old residents.
