[@WildRose] No. Vampires are bred and born. They appear human until they reach the age of 25 at which time they undergo a transition to their vampire selves. It is intensely painful and dangerous and if they do not have someone to feed from they will not survive the transition.

If a vampire gets a human pregnant there's an 50/50 chance they will be human or vampire.
