The Russians have brought their war, their long awaited war. A war not to defend Serbia, but to assert the dominance of the Russian hordes and their co-conspirators over Europe. Through the blood of the Habsburg monarchy and their evil influence over Serbia they have wrought this war on us. As a civilised European power and the ally of Austria-Hungary our response comes without any doubt; I here forth issue a declaration of war against the Russian Empire.

I herewith decree: The German Army and the Imperial Navy are to be made ready for war in accordance with the mobilization plans for the German Army and the Imperial Navy.

I additionally call on Germany's allies to join in this war against the Russian Empire and any nations that should join her in her war against Germany and Austria-Hungary. By the Treaty of Frankfurt we call on the Ottoman Empire, by the Treaty of Athens we call on the Kingdom of Greece, by the Treaty of Sofia we ask that Bulgaria allow the use of their infrastructure by Germany and her allies in war and by the Treaty of Copenhagen I call on the Kingdom of Scandinavia.
