[@Rune_Alchemist][@liferusher] How about a serious placement test as a temporary plot. The test could be something along the lines of You fail then you're out of the academy. With low scores sending people into lower classes. 

The test could be both written and Physical with running, swimming, and seeing how strong you are. 

While the written test can be basic and advanced things like math science and social studies.
