So, just like everyone else, I also want to pursue a secondary character. My goal was to have a Marvel and DC character so I could participate on both sides of the spectrum, if you will lol. Here's my submission for a Jason Todd that worked for the Soviets first before defecting back to the US and working against them. Let me know if there are any problems, thanks.

Let me begin by saying this; I hate Batman. It's not because he's a bad character necessarily, but it's because I have multiple problems with who Batman is as a character and how writers choose to portray him in his many storylines. This is probably the main reason why I tend to gravitate towards his supporting cast and sidekicks - the villains are probably some of the best ever, as well. With that in mind, Jason Todd is another favorite comic character of mine. Of all the Robins that have existed, I always find myself most enthralled with the Jason Todd character and his tragic story. He was a Robin for the shortest amount of time before being brutally murdered by the Joker, only to be brought back to life and seemingly dicked over by Batman. Now, I know he went crazy upon his resurrection so Batman did what had to be done, but still. I sympathize with Jason Todd and he is probably the epitome of an anti-hero to me. He's a guy who was trained to be a hero, but once the cruel world got a hold of him, he realized that you can't always be the most morally correct even when you're trying to do the right thing. Putting him the era of the 60s provides a few opportunities.
My intention is to show a Jason Todd who, while still broken at his core, has a change of heart after working as Red Hood for the Soviets and decides to defect and take up a position with the US government in order to covertly battle with the Soviet Union. His previous history would remain intact; he was still trained by Batman and served as Robin for a short while until his death came at the hands of the Joker. He was then resurrected later and attempted to take some form of twisted vengeance against Batman under the mantle of Red Hood, but was ultimately defeated. The difference here is that he took up the mantle of Red Hood and decided to work directly for the Soviets in a bid to somehow satisfy his need for payback against those he felt wronged him. After a certain operation however, he has a change of heart and decides to defect to the US government where he eventually is given a position as a covert agent to work against the Soviets and right the wrongs he committed while under Russian employ.
To that end, his first arc would be tracking down and teaming up with both Midnighter and Apollo since they were part of the American Soldier program and are both tasked with the same objective as Jason Todd. I'd want Jason to team up with and interact with any characters who are part of the Cold War on both sides. Now, the reason I didn't actually label this concept as "Red Hood" is because my take on Jason would be one who does not desire to hide behind a persona or a secret identity anymore. Also, this is the 60s and being called red anything would surely raise a few eyebrows considering he works for the American government and his history working for the Russians and trying to advance their ideals.
As far as his abilities are concerned, Jason Todd would bring all the skills and equipment he learned and acquired from his tenure as Robin and he would remain as lethal as he ever was in the comics, meaning he is still not adverse to killing his enemies. I feel like that's an important difference between him and the rest of the Batman sidekicks and Jason Todd without dual handguns is just... Wrong, in my opinion. His character development should take him from amoral agent of the US government to a man who understands why Batman operates as he does and that the whole world is not something you have to distance yourself from in order to live a somewhat comfortable life.
I will add his equipment and supporting cast very soon.

This is going to be my first rejection outright—Jason Todd is a legacy character and given Batman’s current state of vigilantism, I don’t think it would be right to have Jason not only be older than the first Robin but also still have his origins intact. Batman started his career when your iteration was nineteen years old. If this was a Batman who has been active since the 1950s I would consider it, but this is most certainly not the case.
So quick question for @Gowi should Magneto be accepted as he is:
For someone wanting to play Wanda or her kids, or potentially Pietro, what's the limit on doing that, since they basically don't exist in this universe? Would I be allowed to pretty much House of M that shit via alternate reality Wanda?
I just wanna prepare for the worst, 'cause I've been semi-planning on taking either Billy or Wanda to begin with. Wanda's gonna be involved regardless because finding out who his real mother is, then finding her is core to a lot of versions of Wiccan. This version would likely not be an exception, even if I change a lot of aspects of him. Anyway, I juggled the ideas between Daredevil and them before ultimately deciding on Matt and potentially bringing Billy or Wanda in later. Or when I have time, as I do in the coming days.
I really do not wanna use the Age of Ultron method for bring Wanda and Pietro in 'cause that's gross.

—we’ve got this pretty much covered. Essentially what this means is any offspring of Magneto is pretty much the Magneto player's territory and as long as it’s within reason what you say about it is the bottom line unless you go inactive. I would however keep all mentions and usages of alternate reality (and time-space in general) to a “probably not” due to the fact we’re still laying foundations here and going into that territory is very precocious.
1939 - The Minutemen are formed alongside a Justice Society in its infancy. The original lineup of members are Captain Metropolis, Hooded Justice, Silk Spectre, Nite Owl, Silhouette, Dollar Bill, Mothman, and the Comedian.
The central problem with this is that there is no Justice Society of America—I imagined through events that it would be formed. Which I suppose is my issues with the Minutemen existing. I’m sure loosely affiliated government groups like the All Star Squadron, The Invaders, and others could’ve possibly existed in the 1950s but that’s a wholly different beast.
J'ohnn J'onzz, 208 (b. 1760) Vigilante based in North America Active since approximately Fall 1955
One of the main reasons that Earth is not as integrated in interstellar trade and galactic government has less to do with humanity and more to do with their neighbors, the Martians. Mars has a long and storied history brimming with stories of violence and political intrigue. The planet's two species, green and white martians, clashed frequently and belligerently. Unfortunately, their feuding came to a grinding, choking, and suffocating halt.
The Martians were killed off by a bio-weapon of sorts, one that forces a Martian to self-destruct. This plague reduced the population of either breed from billions to dwindling dozens, who had happened to be off-planet. Among the survivors, there were differing ideas about what to do, though two were most common: Some chose, cosmic conquest, others silenced their own cries in suicide. J'ohnn J'onzz chose neither. He decided to move to Earth.
In 1955 he came to Earth, befriending a discreet few humans who caught his interest. He spent years exploring, soaking up the culture--but then something occurred to him: These humans were just as divided as his own people. He felt it would be inappropriate to outright force these people to love each other, instead he opted to masquerade as a man--then as many men. He responds to many names: John Jones, John Deer, Dwight Eisenhower, Paul McCartney, and Charles Xavier, among them.
In the year 1967, under the guise of Professor Charles Xavier, he shocked the world by revealing that the Mutants that baseline mankind had come to hate and fear were actually the evolution of humanity: A subspecies that had no ailment whatsoever. When the world had a sour reaction to that news, he decided that further action was necessary to encourage Homo Sapiens to embrace their baby brethren.
He assembled five of these mutants, whose mutant biology provided something of an X-Factor. Named in reference to algebra, these would be his X-Men, a group of sterling youths capable of becoming whatever they set their minds to. Though there are actually a great many micro-biological differences between Homo Sapiens and Homo Superior, the public had taken note of their X-gene, a distinct and exclusive unit of genetic material found only in mutantkind, as Sapien and Superior had opted to name them officially and non-maliciously. By presenting the X-Men, he intends to enable man and mutant alike to steer clear of his own people's fate.

Not only does this tie the hands of any prospective players who are interested in interpreting Charles Xavier it also creates a topic of where the line of reinvention is for me. On paper, it seems innocuous enough but I like the idea of co-existence of Marvel, DC, and Indie; not particularly mish-mashing two or three of them together. Incorporating say, Archie Comics’ Sabrina Spellman character in the same sphere as Stephen Strange, Kent Nelson, John Constantine, and Zatanna Zatara is one thing and acceptable; but merging her into some Doctor Strangefate complex is in very murky territory.

@Gowi What if he just assumed Xavier's identity after he fell in a coma? Or he just led the X-Men as J'ohnn J'onzz?
Either of those ideas work?
I mean, for what's it worth, I would rather have non-alien Xavier as my rival than the Martian Manhunter. Magneto's mutant nationalism needs a good foil to oppose it; otherwise, why would he be the rival to the X-Men?

I suddenly have the urge to "re-imagine" Private Beetle Bailey or Sergeant Orville P. Snorkel as NAM soldiers.
And here I am to try my hand again with another DC submission. Admittedly, my last attempt was a miss because I completely forgot about the legacy character thing. This time though, I think it'll be more successful, if only because this isn't what I'd consider a major character. However, she is someone I find intriguing. Hope it's alright.

Sandra Wu-San, 33 (b. 1935) Vigilante based in Gotham City, New Jersey Active since approximately Fall, 1967
Lady Shiva is an interesting kind of character. She's probably most often known as a villain in Batman's rogues gallery, but she was originally an antagonist for Richard Dragon way back when. She's another who has had shifting loyalties throughout her many appearances; she's played plenty on both sides of the morality spectrum and her only true allegiances are really to herself. She's not what you would call an A-list character, but she has had some very important roles in some equally important storylines over the years. I gravitate towards her because her history dictates she can played a number of different ways and I like her skill-set.
Originally, Sandra Wu-San's only purpose in life was to hunt down the person who murdered her sister. After that business, she went on to become a famed martial artist and assassin-for-hire in an effort to satisfy her death wish; Sandra lives for the thrill of combat and actively seeks out life-or-death scenarios. For this roleplay, I want to sort of re-do her origin a bit. In her past, she'll have spent a lifetime honing her skills and worked as an assassin-for-hire for a short time in different parts of the world, all the while traveling and picking up leads to find the murderer who killed her sister, Carolyn Wu-San. In her search, she's been hired by multiple nations and private organizations to covertly kill their enemies, but she's only been using them to finance and further her own personal hunt. At the start of the roleplay, she returns to Gotham City on a lead and retires from the life of hired assassin in order to become a vigilante using the name Lady Shiva. This not only satisfies her inner need to experience the thrill of combat, but also brings her closer to finding the person she's been looking for. Of course, her vigilantism in a city full of these types draws attention from eyes yet unknown.
The really interesting part about this is that Lady Shiva is a prominent woman character in her comic book history, but putting her in the 60s provides a nice foil to her search efforts and overall infamy. She's a woman of Asian descent returning to a country already hot in racial and sexist tensions as it is, so she probably wouldn't be famous for her skills or as highly sought after in the criminal underworld as she was in the comics. Some might not even appreciate being saved by a woman no matter the situation and the police would likely put more effort into hunting her down considering her status. Basically, I want to explore what life would be like for a foreign woman living in America during this time in spite of her high-level martial ability and the fact that she's hunting down a killer, something that's a bit hypocritical in and of itself.
Though Lady Shiva has no superpowers, she does possess an almost superhuman ability. She is described as a martial arts grandmaster having successfully mastered multiple arts, including forgotten ones. She is most notable for using her body alone to dispatch her opponents, but she has also been known to use weapons, especially swords, in situations as well. She is unique in the fact that she was raised to speak the language of the body first and spoken language second. Basically, she was raised to understand movement and physicality on a much deeper level than any normal person would understand. Due to that, she is also proficient in acrobatics, but her main ability is to read her opponent's body language in such a way that she can anticipate their moves beforehand and counter effectively. In her comic history, this has allowed her to overcome just about all of the hand-to-hand combatants she's ever faced with Batman even mentioning that she's probably the world's greatest martial artist. In her comic history, she was only ever defeated by Cassandra Cain--her daughter--in single combat though many DC characters have survived their duels with her.
For the purposes of this RP, I'll be playing her as a high-level martial artist, but not the level of world's greatest or anything. She'll be able to hold her own against common NPC enemies and the like, but she'll have trouble against some of the marquee characters if she's ever faced with one as an opponent.
Considering her history as an antagonist, Shiva does not have a rogue's gallery of her own, but Batman would be the closest thing to an archenemy. Black Canary has been both friend and foe so that relationship could go either way as well. The Bat characters in general would be considered her enemies, but this roleplay could go either way with that and I'm fine with having her go against them or join them depending on the situation.

Kurt Wagner, 19 (b. 1949) Morlock based in The Alley, New York/New Jersey/Connecticut Active since approximately 1967
Alone. Hunted. Afraid. This is how Kurt Wagner enters America in 1968, fleeing from the horrid memories of his previous life in Germany. A stranger in a strange land, this version of Nightcrawler is searching for safe haven in America, for a place he can call home and a family he can rely upon. He'll be facing the challenges that an immigrant and someone with such an obvious mutation as he does would be during one of the most contentious times in America. Through his eyes I will be exploring the themes of discrimination, family, and enduring optimism in the face of resolute hate. I want to take a very honest look at how somehow like Kurt Wagner would adapt to the rapidly changing circumstances in America. How he would find family and hope in the Morlocks, and how far he would go to protect his newfound home.
A big thing I want to emphasize is that Kurt will be exploring a part of the mutant world that isn't especially emphasized. While Xavier and Magneto fight for mutant equality, Nightcrawler is simply fighting for mutant survival among those who, for the most part, can't hide their mutations. He and the Morlocks are operating on a much more micro-level than the other advocates, defending mutants if they can afford to, offering sanctuary and family, but overall just wishing that humans would let them live in peace.

I'll get to a detailed history fairly soon.
Callisto Leader and founder of the Morlocks, Callisto is the only authority to in the underground society which formed in response to the mutant scare. An effective tactician, a fiercly loyal friend, and bearing the brutal honesty necessary for her position, there is no doubt that Callisto would do anything to protect her fellow Morlocks. As tensions between humans and mutants increase, she has found it increasingly difficult to keep her underground society hidden and out of the conflict which rages above them on the streets of New York.
Caliban A pale, freakish mutant, Caliban serves as Callisto's chief adviser and only mutant tracker. One of the founders of the Morlocks, Caliban at times feels like Callisto's focus on isolation and defense is not enough, but ultimately stands with his friend. Caliban is a lonely sort, either found in Callisto's company or no one's, and often feels under appreciated for the services he offers his fellow Morlocks.
Killer Croc A brutal and imposing figure, Croc mostly keeps to the New Jersey section of the alley, enjoying life underneath Gotham. Rumors have start to spread of his tangles with GCPD as well as his...particular appetite, and as such most other Morlocks tend to stay away from his territory.
Leech A friendly and naive sort, Leech proves to be one of the youngest Morlocks currently living underground (currently age twelve). He, due to his power nullification mutation, proves to be also one of the most powerful. A bit of a controversial figure among the his adopted family, as some enjoy the feeling of being normal while others feel like it takes away from their identity.
Rahne Sinclair One of the few mutants living underground that could pass for human, Rahne lives with the Morlocks as she feels she has nowhere else to go. Excommunicated as a teenager by her adopted family on the grounds of her "unholy mutation", Rahne has lived with the outcasted folk ever since.
