A weird question but why is it that space NRPs tend to make very high tiers no one is allowed to use?

I've seen this in Orbitum, a RP that was derived from one of my own past space NRPs and Golden Age of Technology as well, where someone makes god civ tiers than proceed to say "this tier is not for use".
