B.  Playing a group of marines[/i]-

This. Essentially, give Rp'ers the opportunity to play [b]both[/b] sides. I can make one character who is a pirate and one who is marine. The marines are free to actively hunt the pirates, take them into custody and so forth. In essence, all this to be character-driven Rp in which the choices you make on either side either has you brutally murdered by a pirate crew or arrested and executed by marines.
