Normals are still the majority. They're less powerful one-on-one, but they still control most of the world. They're also more likely to live longer. Getting into fights with each other over petty disagreements tends to shorten lifespan dramatically. Epic City is largely safe because nobody can challenge the High. 

Teagan would probably not become an Epic. However, we can arrange for her to gain the powers of one...

[@Polaris North], NPC wise, they outnumber the Epics by about a hundred to one. However, a fight between two moderately powerful Epics or Freaks who don't care about collateral damage could kill tens of people.
