They're inherently leaders who, when pirates, form their own crew. The only exception was Ace, and he had to fail at killing Whitebeard a [i]thousand[/i] times before he would submit. Garp, while a Marine, refused promotion to Admiral because it would mean less freedom for him due to having to be at the beck and call of the World Nobles. Law only followed Doflamingo as a child, etc. Since we're all in one crew, I think it's important to not have too many chefs in the kitchen, so to speak.
