Mind Reading or Mind Control are forbidden. Influencing the mind, though, is a gray zone, especially when it's passive and it's only set towards one emotion. Heck, you can argue that just being able to interact with others is a form of influencing the mind. Either Dez overlooked it or was fine with it.
