The way I'm playing it is that they [i]do[/i] have the user's powers...but no magical energy of their own (all of the originals spells, but no MP). However, the original [i]can[/i] channel magic to them, so that they can cast spells. The CYOA says that 'they're not very magical', and that's how I chose to interpret it.
