I can work with that. All of Silme's magic was going to be through enchantments he chose on his weaponry. Not spells he could cast. Would that be considered low level magic?

All of Whiskey wording would suggest similar. That the monsters the sword seekers are not monsters ordinary humans could defeat. Thus it would not make sense to hire Sphinx level Swordseekers.
