The instructions for application and all the rules and stuff is at the first page.

As for the current plot, you don't really need to know to join and there isn't much that has happened. But if you really want to know, you can read the posts of the IC tab. Also, the current active characters are listed on the Characters Tab and it is updated as much as possible.
