[@Bishop]Anarchy's powers work on the physical body, so he may be able to increase your max magical energy stores and the amount you can put into a spell, but the skill is all you.  He might also be able to let you better withstand the effects of spells (say if it has a recoil or you are self enhancing w/ magic).

Magic characters are fine, though, as are people that work for Anarchy, but the others seem to be against him.
