It's not like the tyrant had complete and utter control over him, he just followed the tyrants orders. [i]However,[/i] since he [i]is[/i] a puppet, the person using it can seize total control, assuming that they know [i]how[/i] to operate a marionette and have enough magical understanding to "activate" that ability. So, like, anyone can pick it up and command him, but only an experienced magic user can control him.
