I mean, all they need is to hold it and they can command him to do whatever they want. It's not like the tyrant had complete and utter control over him, he just followed the tyrants orders. [i]However,[/i] since he [i]is[/i] a puppet, the person using it can seize total control, assuming that they know [i]how[/i] to operate a marionette and have enough magical understanding to "activate" that ability. So, like, anyone can pick it up and command him, but only an experienced magic user can control him.
