Very good questions. 
1) You can start anywhere that has a Lab. I'm going to add a lab to a few more of my locations that currently have vacant buildings. It does not matter where you start, but wherever you start will influence whatever Pokemon you may find in the area. Afterwards, you can travel anywhere you like. This is an open world RP. 

2) Your character must visit a Lab to get started as I mentioned. There you are given your Pokedex and an EMPTY Pokeball. Go out IC and catch your first Pokemon. Technically wild Tier 4 Pokemon are caught at level 1. But you will also gain a 3 level boost for [b]first post of the month[/b]. Essentially, this means that immediately after you start, your new Pokemon will hit level 4. 

Remember to keep track of your own TP and items via a hider at the bottom of each IC post. I'll watch you closely while you are still a Beginner trainer to make sure that you are doing things correctly. Once you get the hang of it, it's very easy.
