Unfortunately common. It's surprising, but some people don't actually care to read about what's been posted after them. Sure, sometimes it's an oversight, but a mistake happens every once in awhile. Some people manage to completely miss actions on a constant basis, which is a bit painful.

What I do is use a [@Mention] to let them know there's something about them in the post. If you use mentions people usually don't miss things while reading, as they know there's something involving them there. If they do miss it, it's intentionally being ignored at that point.
