I'm tempted to say no, but I'll amend that by saying no, [i]unless[/i] the second character is accompanied by a truly exemplary character sheet and a very interesting background.

EDIT: Second amendment: Things such as animal familiars, spirit companions, ect, so long as they are well done do not count as multiple characters.
