Well, it isn't so much that magic is rare in the word so much as it is in this particular locality. Insofar as it does manifest in Provinka, it is usually very-well hidden (certain isolated groups of elves do inhabit the more wild forests, and they have access to certain low level nature and necromantic magics). Also, certain people are born with magic, but it is rare enough that essentially the problem is there exists noone to train novice magic users. As for your character...I'll go ahead and say yes, if you give me a good quality cs I'll allow a character with illusory and low-level magic. If the character goes well, we can maybe see about...upgrades in the future.

I actually accepted you with the basic assumption that your characters magic was fairly weak. That's probably my fault for making inferences, I should have asked you to give a more in-depth explanation about her abilities.
