I think that's because that user was interested in a character all the way back in interest checks and has been going back and forth about the quirk with the GM so that's why they were prioritized over people who only just discovered the rp and made their sheets. I can't know for sure, but that's what I'm guessing.

Edit: I'm also sure Toots has a reason for limiting the slots. It might not be how someone else would do it, but it's a valid decision, still.
