He isn't "Evil" in the sense that Zod is evil. He's evil in that he lives only to be a weapon, a tool of destruction to be used as he sees fit.

My bigger plans? I want Ultraman to not just smash stuff but to show he's cunning as we'll. I want him to be at odds with both heroes and villains, teaming up with Kal occasionally. As he becomes neutral, he realizes he is more than just a weapon; he's the last of the house of Il. There's more to it but…
