Not necessarily, Shinsoo Resistance varies alot and is really limited to just a 'you' problem if yours is weak. Techniques rely more on teachers, influence, and such things, I mean just because your a Scout doesn't mean you shouldn't learn some other techniques. 

I mean Ran exists for one. And that guy fights as the main guy but is actually best as spear bearer.
