[@tex] Lankiest guy I can think of would be Midousuji Akira. No suit or top hat though, but I'll see what I can find.

Another choice would be Mephisto Pheles from Blue Exorcist. Doesn't exactly fit the picture you were going for, but he is whimsical and has a presence.
