So about the setting and events... how familiar are you with the lore and timeline of the New Vegas game?  Not that we have to be super number-crunchy, just to get an idea of your knowledge.

If you're guy is NCR, maybe we could do; A stranded NCR troop getting slowly ground down by Legion forces in hostile territory, east of the Colarado river.  The group whittles down to just one or two soldiers, and you come across a traveller who is in a similar position.  They have to work together to survive on minimal resources and get back to NCR controlled land.

I'm pretty good with the lore, my friend and I often talk about it and I've played it before. That can work. Also, note that he isn't an NCR soldier, in some aspects he's like the Courier, he's just a more morally inclined gun for hire or just random drifter who is sort of a vigilante. I normally have him being from a place like Goodsprings, yet somehow before all the Deathclaws arrived in Sloan, the big take is that he is sympathetic to bringing law and order to the Mojave, but he doesn't see himself as soldier material. Still, he would help the stranded soldiers and the traveler. Jace is basically your classic John Wayne like cowboy guy just trying to help people.
