I assume you mean fully custom designed or something? I thought souls could develop around artificial beings but I would guess that’s not entirely what you mean by making an artificial soul.

Non-biological entities may have souls, but creating a soul from scratch is far from trivial. Typically, souls are connected to some other soul by origin if nothing else, but to create a truly artificial soul, constructed by a completely mechanized process, is beyond complex.
