[/quote] If I were to impose a limit on that; not that I like doing that sort of thing, I generally prefer to trust the player to a) create an over powered character and b) to not abuse their abilities to be game breaking, it would definitely factor on how strong and durable the substance golems ultimately are. Theoretically they should have a limited mass they can work with since the substance has to be stored somewhere. So sure, we could assign an arbitrary number to the golems, it would be far more to look at it from a quantitative perspective of how much does each golem consume? The bigger or stronger the golem, the more substance they'll require. Especially if said character wants to be armoured at the same time. Smaller, squishy golems could be more plentiful but suffer in the durability and strength department. Ultimately based on the above description there are too many unknown factors to give a hard and fast answer.
