Food and supplies were being delivered up to the Citadel in droves and the various municpal buildings: Halls of the Court, Academy Classroom Halls, and virtually any large enough sheltered area were being turned into areas where people could stay for the duration of the coming the battle. Other smaller rooms and buildings around Citadel Mountain were used for food storage.
