But he can't read people's thoughts, even if they do have the implant software. He has to actually "send" and "accept" the messages, using a memory of what the irl user interface screen looks like. Particularly the mummies that CDE portals were reanimating. The weapon charges up by sucking the CDE light source out of the air around it.
