That's sort of hard to explain right now in terms of age and how long he's been doing his freakish experimentations. I can't really say too much since I'm still working out the details with Hitman.

And it's not really children since that would put more pressure on him since the I.C.O.S.A. would have more reason to track him down better. Besides working with Leftovers themselves, a plot twist is that his "human" experiments were willing test subjects though it's usually by common thugs willing to roll the dice since they are already in trouble with the law.

There might be exceptions though as the one you perhaps suggested. I imagine though that you either have another character in mind or have some plot device idea you wanted to try?
