Melisande's (and Kronos') shtick is that they specialize in space-time bending stuff, so of course they can teleport and blink and stuff without any aid of artifacts or facilities. 😎

As for suggestions, yeah, I think Otter has the right idea. You need some kind of artifact [i]or[/i] facility if you can't bend space-time on your own, and I don't imagine your average peasant has either of those. 😄
