A totalitarian theocracy—very interesting. I can already think of some Real-Life parallels to that. LOL. Is your Regalia male or female? Would that have some influence over how they are perceived in Cetra? I'm just thinking about real life and how much gender plays a role in setting the "rules" that each gender is supposed to follow. Stringent codes of conduct and what have you. I expect Cetra might be the same way, for better or worse.
