Yup! Bowing is a sign of apology. And he knows far too little about how to properly renounce one's ego when a genuine mistake of character took place...

But what he would want to say in different words is this. Be careful who you trust with the information you collect out here... 

You might not be here to challenge us, but those that gave you this particular mission, might not look at us with the same kindness. Not all are angels who served heavenly laws before this... this whole mess...
