1) Correct, each sheet helps with world building by displaying what sort of place your nation is, and how they interact with the world. 

2) Yes, you have the option of having the leader(s) of your nation have an active role in the story. No sheet is necessary for the people that live within your nation, you're welcome to have a sort of basic character list, but nothing too extensive. Also yes on playing as NPCs within your nation, often in addition to your own cast of major characters.

3) Discord is purely for chat and planning purposes, just for players to hang out and discuss for the fun of it. The actually rp will be taking place here in the guild.

4)That often depends on the players, either through collabs or through a series of posts that bring them together for a specific plotline. The story will be very player driven.
