It works more like a concentration breaker. They aren't forced to do anything he says afterwards, unless they feel compelled to themselves, they just have to entirely focus on what the lyrics are and what message he's trying to convey.
Basically, it's their own decision after he stops singing to do something based on what he says while singing. But while he's singing, they must think *only* about what he's singing.
