Both concepts are really good and I can see both working really well. The first one allows for the Wizard Queen or Vulluin to get in touch to see if their services can't be used for the Crown, while the second one will definitely catch Captain Thorne's attention. And I can definitely forsee the Crown treating her returned subject well in an effort to keep them on her side, with this whole uprising thing going on... xD

Whatever plan you decide, I think your idea is totally fit for a CS. :>
