Paraphrasing her response there are no consequences in running out of Wealth or Personnel ([u]Edit: To your character directly[/u]), they are more for upgrading and expanding. [u]Edit:[/u] I imagine if you have nothing in the bank and another player declares war on you that you'd get minced pretty quickly but that's about it.
