I'm interested if there is still room.
My first vote on village goes to a non-canon village. If that is not acceptable then I vote for Suna (sand) and Oto (sound), two villages that hasn't gotten enough love.

I agree with Masaki on all accounts, except perhaps the one where these things are an issue to begin with. Let me rephrase that, once a character becomes powerful enough to get/unlock/learn/whatever any or any combination of these "ultimate techniques" I feel that they are no longer valid as player characters unless every other player character is just as strong, in which case the world will end in T-10 posts.

Hybrid characters have not been that much of a problem in games I've played, but Masaki makes a good argument here and I support it.

An argument/restriction I would like to raise myself is sort of connected to Masaki's about the ultimate techniques. It's about doujutsus (eye techniques).
Doujutsus are cool, I think we can all agree on this. The problem is that because they are cool people want to play around with them. Specifically, a lot of people want to play with a doujutsu, a lot of people have created their own (more or less original) doujutsus and are very proud of them. Some of them should be, I've seen some really great concepts. However, part of the coolness comes from rarity, and doujutsus should be rare. Think about it, in the canon we get three, the Sharingan, Byakugan and Rinnegan. One of these were believed to be a myth until Pein showed up. Let me tell you, it's a lot less cool when 3/4 characters in a game use a doujutsu.
Therefore I believe that restricting doujutsus over all to about 10% (rounded up) of the players should solve the problem. In reality that would get us one or two freaky eyes in the game.

hmm, My main character (a genin) is a hyuuga.
my third character (a chuunin) has an EMS in one eye (history explains how and why)
my secondary character (jounin) has no doujutsu

Funny thing, the only serious Uchiha concept I ever wrote up was a kid who was blind from the power of his dojutsu.

True story.

A shame I never actually got to use him.

Sloth, you should make a Shinobi who is fond of sports and can throw kunai, shuriken and all other throwables from each and every direction and position and still hits his target
(oh the reference)

So essentially Tenten?

Man, I was more-so looking forward to making Aomine into a ninja who invents Rasengan by spinning a basketball on his finger.

well, if you look at aomine's skill set... isnt aomine the one who can shoot form any position with any angle whatsoever and still scores?

I'm not sure whether I should be proud that people are somehow getting familiar with basketball anime by hanging around me.

Considering it's only relevant in my set.

I see we have a rare case of apologetic "It was only a suggestion" and a superior, smug "My point exactly" here.

Also, am I the only one around here who writes a new character for each new game?

It's good to see the players are at least considering power balance rather than fantasizing over the idea of being a Hyuuga-Uchiha with a third eye Rinnegan.

A non-canon village is fine by me, but one of you is going to have to take point and come up with it. Unless the whole idea is to get me to do the work for one. At this point, the non-canon village ties with Ame for the most votes. I think. I probably need to do a proper count....

EDIT: Actually, Ame is just ahead.

I have some suggestions for increasing the originality and/or awesomeness of the game as well. The first three are kind of dependant on each other, but might work by themselves.

More to come, seriously, once I get started I cannot shut up...

-I'm not really feeling the jutsu list idea. People coming up with sudden new techniques based on their field of expertise sounds a bit iffy to me.

-Freeform jutsu sounds like more of the same.

-I'm not even sure what you mean with the powerplay.

-Last one is completely fine. Once everyone makes at least one Genin, they're free to make as many new characters as they please. Of course, I'm wanting to limit Jounin characters to just Senseis for now, and only as long as they do indeed have students to teach. I don't want an army of ANBU sitting there doing nothing but flex their pecs.

The powerplay idea is simply a way to get more content and more action into every post. Instead of having to stop at "and then Sasuke thows his sword straight at Naruto" you can go ahead with "the blade slices through him like butter, victory is assured until he explodes in a cloud of white. A kage bunshin, the real one must be hiding somewhere..."

Normally (as in, this is my experience from gaming here) you have to either make a collaboration or have a long conversation with your player opponent or GM. If the rules of powerplay were a bit looser, you'd be free to make up certain things on the spot to create a better post. Of course, like my other suggestions, this one was developed in a safe environment and might not be well suited for an 'open' game such as yours.

It's fine if none of my suggestions suit your taste. These are just some things I've been thinking about lately that would be fun to try out in a game. No hard feelings. :)

Ah. So a more cinematic theme to combat, rather than the single-action "I try to cut you, can you dodge it?" shit that so many players choose because they are afraid of losing.

Exactly. It does come with a price. You have to put more time into writing your character so that everyone else knows how he or she acts, you also have to read every character sheet thoroughly more than once, and keep yourself up-to-date with the ones you expect to fight. Reading everyone's posts is also more important.

Lillydove:
I'm sorry if I come across as argumentative, English is my second language and it's evident that my mastery of it is not yet complete. I do think a lot and love sharing my discoveries with people I hope can appreciate them. Going into a game that has not yet started I assumed a few creative ideas about how to run a game would be fitting. As I said, I have no hard feelings if none of them fit the game. It is up to the GM after all, the only thing I can do is try to help.
