I think that's outside then scope of what we're doing with this RP. The primary events and storylines are going to be the likes of organized-crime families, serial killers, that sort of thing. Stuff that affects the individual neighborhoods of the city, rather than dealing with global organizations and conspiracies. We're keeping things on this scale to encourage collaboration and interaction, rather than everyone sticking to their own personal freedoms of Canon.

Does SHIELD operate in NYC? Almost certainly. But they're not going to be the focus of this RP. Same goes with the X-Men, the FF, etc.
