Everyone has darkness and light in them, so when a villain sings a song, it resonates with the darkness in people's hearts, allowing villains like Gaston or Ratcliffe to rally people to do their bidding, when in all fairness, they are just normal people being manipulated to do something bad. Not that you specifically said music from the heart was purely light, but I want to make the distinction. It works with the whole idea of the villains gaining the power to alter the reality of their stories to make them the protagonists.
