If my character ditched sniping to pick a lock, that would trigger the weakness. That isn't to say they can never do anything other than sniping. He can do whatever he likes so long as it is conductive to his purpose of sniping. If the lock needed to be picked to reach a sniper's perch, my character could do it without taking harm then.
