[@The Savant] - I'm assuming there's a group behind the people who got caught trying to get outside. But there's a mole, and it told the council that the overworld group is looking for a few people that has the means or connections to get them topside. And that's where our characters come in. 

I'm also watching Paradise on Hulu, so wondering if outside the gates might be waiting the skeletons of all the people who got locked out - and something the Council might be embarrassed about.
