Several things there are a no go. Genin only have one Chakra Nature, so either Water or Lightning.
To your KG, I am going to have to say a no to the second part.
As a Genin, having both Good Chakra Control and Higher Reserves of Chakra are not being accepted by me - either one of them alone will be good. Remember, we are talkng about a Genin here.
