You need to make a genin before you're allowed to make a higher ranked character. Keep in mind that Jounins/ANBU are still something we're going to limit like we did with the chuunin and etc. Most of the high experienced Jounins in the story have been around for a long time, growing a little in order to become a bit stronger. Please don't except us to accept an A or S ranked nin right away. We are more supporters of people that work for their jutsu and development.
