So, i'm interested in this, and wanted to see into permissions to make a tier one race.
This race is a peaceful one, and has only one goal: To learn and teach others. I'll be getting a sheet up for the empire soon, but if I need to jump through hoops to get it to be tier one, then that's okay. But if the answer is no, I won't go into it more.
