Sure you can reserve. 
As much as possible, I want one person to be in control of one planet but that could change I guess with some diplomatic elbow grease. Maybe some sort of colony far away from the main home world like the Falklands and Britain.
And yes, you will be able to interact with people,

Also, sorry I'm not getting much done, too many stuff to take care of.
I'll hopefully finish this thread tomorrow and you can start on making your nations then.
